Fed Holds 3.75%–4.00% as Two Dissents Prefer Another Quarter-Point Hike

The FOMC kept its target range unchanged in a 10–2 vote. Two dissenters sought a higher range, while the implementation note retained the existing primary-credit and standing-facility rates.

The Federal Open Market Committee voted on 28 October to maintain the federal-funds target range at 3.75%–4.00%. The decision was approved by 10 members, with Lisa D. Cook and Beth M. Hammack dissenting in favour of a quarter-point increase.

A hold with hawkish dissents

The statement describes economic activity as expanding at a strong pace, domestic spending as resilient and capital investment as robust. It says job gains have kept pace with the workforce and that unemployment has changed little. The Committee also says inflation remains elevated.

Those are the Committee’s current characterisations, not forecasts of the next meeting. The statement gives no pre-commitment to a later increase or reduction and says further information will inform the appropriate policy stance.

Operational settings remain aligned with the range

The accompanying implementation note keeps the interest rate paid on reserve balances at 3.90%, effective 29 October, and the primary-credit rate at 4.00%. It directs the New York Fed’s Desk to maintain the target range, with standing overnight repo operations at 4.00% and standing overnight reverse repo operations at 3.75%.

The note also continues full rollover of Treasury principal payments and reinvestment of agency-security principal payments into Treasury bills. Its authority to purchase Treasury bills, and if needed shorter-dated Treasury securities, is framed around maintaining ample reserves rather than a separate change in the announced target range.

What the vote does and does not establish

The two dissents show that the disagreement at this meeting was on the side of tighter policy. They do not establish that the next decision will be an increase. Likewise, keeping the range unchanged does not by itself establish how Treasury yields, the dollar, equities, commodities or crypto assets moved after the release.

NetNapz assessment

The immediate policy signal is a hold with a meaningful split: the majority maintained the existing range, while two members preferred a higher one. For markets, the next useful evidence is the press-conference explanation, incoming inflation and labour data, and any later guidance that changes the balance between inflation risk and employment risk.

Readers should separate the documented decision from asset-price attribution. A claim that the statement caused a specific move requires venue, interval and timestamped market data; this article does not supply a live quote or trade signal.

Verification limits

NetNapz checked the Federal Reserve’s dated FOMC statement and implementation note after their 28 October release. The later press-conference discussion is not represented here. No live market-price, yield or foreign-exchange data were used.
